British Columbia’s PNP: Immigration Pathways to Canada’s Pacific Coast

The third-largest province in Canada by population and size is British Columbia. It houses the Vancouver city and other beautiful medium-sized and small towns.

In recognition of the benefits of immigration to the economic development and population growth of the province, the BC PNP extensive Provincial Nominee Program was developed. The program is divided into two streams; the Skills Immigration /Express Entry B. C. and the Entrepreneur Immigration.

In the Skills Immigration stream, permanent residence in Canada is provided for semi-skilled and skilled workers which are of high demand in the province and also for foreign graduates of post-secondary programs and institutions considered eligible in the country.

Five categories are enlisted in the stream: the Healthcare professional, International Post-graduate, Entry level and semi-skilled workers, skilled workers, and international graduates. With the exception of the Entry-level and semi-skilled workers, these categories also have links with the Federal Express Entry System. Also, skilled worker candidates who have an Express Entry profile are also allowed to be nominated by the BC PNP.

An additional 600 points in CRS are awarded to candidates of Express Entry who have received a nomination from their province. This point provides assurance that a candidate will be invited to apply for permanent residence in Canada subsequently in an Express Entry pool draw.

In 2018, 6,500 immigration candidates were nominated by the province for permanent residence in Canada and almost half of them were from the category of Express Entry B. C. Though each category may have varying eligibility requirements, it is common that all the categories except international post-graduate must have a full-time permanent job offer from an employer in B.C.

Points-Based System

The British Columbia introduced in 2016 a point-based system called Skills Immigration Registration System (SIRS). Being points-based, eligible candidates are ranked based on the scores obtained in English proficiency, work experience, education, and type of job offer received. Candidates that score the highest in each Skill Immigration/Express entry BC category that uses the SIRS will be given on invitation for a Provincial Nomination Application. Online SIRS profile registration will be required from all the categories except International postgraduate and healthcare professional.

Tech Pilot

In 2017, the BC PNP introduced the Tech Pilot. Candidates of the Skills Immigration Express Entry BC whose job offers are considered eligible in the 29 designated tech occupations are the target of this innovation.

The pilot was recently extended to June 2020 and through the program, skilled foreign workers are recruited by provincial tech Companies that are facing a shortage of labor.

The pilot also includes weekly tech-only draws, some flexibility with job offer duration, concierge service for employers, and priority processing for applications.

Entrepreneur streams

This stream paves the way for immigrants to come to the province based on the strength of the person’s entrepreneurial experience. It has three categories; the strategic pilots, the entrepreneur Immigration-base, and the regional pilot categories.

The regional pilot was introduced last year, and it is the latest innovation of BC PNP. It is made for the support of economic development of large urban areas outside the province. Through the program, entrepreneurs with matching business proposals to the economic priorities of the locality are referred to the BC PNP by the participating regional communities.

Candidates with the approved applications by BC PNP are permitted to apply for a work permit of two years from the federal government.

After meeting the requirements for business performance by BC PNP and establishing a business, the entrepreneur is eligible for a provincial nomination for permanent residence in Canada.
